This card is a meet up card from Luxembourg and has a Luxembourg registration number. However, the sender is actually from Bucharest and forgot to send the card from Luxembourg.  The card is one of the "Flags of the World" series. I ordered some from Canada years ago, and need to refill that order. They are popular amongst Postcrossers.
